Under this new legislation, it is the property owner who has a legal duty to have an Energy Performance Certificate undertaken for their property, not their agent or Solicitor.
An Energy Performance Survey must be undertaken before a dwelling is offered for sale and applies whether or not it was on the market before 30th June 2008 - non compliance may result in a substantial fine.
